Read a book about parakeets. Birds are different from cats and dogs and are harder to interact with because they express emotion in their feathers and not in their face, but they are just as -- if not more -- rewarding. If you keep it in a cage it is bad for both you (boring!) and the bird.
Get it's wings clipped to make it easier for you to interact with it. You can teach it to "step up" on your finger. You can teach it tricks/games. You can teach it to talk and ask for what it wants, such as "water" or "seed" or "perch". Parrots have a lot of potential, but it is too much to explain here. Pet stores often have books on birds.
I just did a google search for "budgie book" and found

that offers "complete instructions".
If you do things wrong, you can end up with an agressive bity or noisy screamy bird. Read a book now.

well the thing is its goin to take time to train the parakeet and have it get used to your place or your home. i just brough 2 parakeets home about a week ago or so now and they are just getting used to the place. We cant really get our hands in the cage yet. Cause well they are scared of us sticking our hands in the cage yet. But it can take up to almost 2 months to complely train them.

Get his wings clipped (at the pet store) if they're not already. This makes the bird easier to tame, and ensures that he doesn't fly out the door and get lost. Talk to your birdie often, and handle it every day. If you can, keep it where you eat; parakeets like to see people eat, as it makes them feel part of the flock. They like being talked to and whistled to, whether or not they ever imitate your sounds. They also like classical music.
Parakeets are social birds and need company.
I like to take a piece of millet spray and pin it on my shoulder; this makes the new bird like sitting on my shoulder.

take it out of its cage cause it might get bored being inside of a cage all the time. let it get use to you play with it show your parakeet that you mean no harm and that you want to be its friend

These are all good tips. Also when you first begin holding them, if get a wash cloth or small towel and cover the bird while holding it to your chest so it can hear your heart. This mimics the experience the bird had with it's mother.

It sounds like as if he's a new bird. Let him get used to his surroundings, leave him alone for a few days. After a few days you should start taking him out and playing with him so he'll begin to like and trust you.
