Yes. The more it is washed the less starch powder will stick to the grains. If you wash rice you will see that the water is milky. That is starch and to a certain degree protein. The more you wash it th e less sticky it will become. Sushi rice must be sticky that is why they add a rice vinager to make it sticky as it loosens up the starch and makes it bind.

You can over wash rice. However, if you are using short grained rice and washing until the water comes mostly clear, it will be sticky. I suppose you can clean it until it is not sticky but your hands would go so wrinkly trying that I doubt you've done it. In any normal range of washing, no, it doesn't affect the stickiness.

YOu should wash it until the water is almost clear. That means most of the surface starch has been removed. The starch is what makes it sticky .. also using too little water makes it sticky as well.

Yes it does, but only to a certain degree. Long grain rice is less sticky than short grain.

You're supposed to wash rice? I have never washed rice in my life, and I never saw my mother or grandmother do it either. I'm at work, and the people sitting around me don't wash it either. I never even thought about it.
Do you wash pasta too?
