Absolutely.

HPV (the virus that causes genital warts) can be spread by sex (vaginal, oral, or anal), and by any kind of DIRECT skin to skin contact. So, even if a person has never had any kind of sex, it's still possible to contract HPV and develop warts if they have any kind of DIRECT skin to skin contact with the infected area of someone who has the virus.

This is one of the reasons condoms are not 100% effective in preventing the spread of HPV. Since the condom only covers a man's penis, and not the entire genital area, just the rubbing back and forth of the genital areas during sex or foreplay is enough to spread HPV.
