India.
My wife is from India. We went to Pune and Bombay in 1998 and none of the restaurants we went to served any meat. I only saw one store that sold meat.
I did see a group of beggars on the street cooking something that looked like animal parts. I saw no other evidence of anyone eating meat or offering any kind of meat for sale.
Lacto-vegetarianism (dairy but no eggs) is a very common diet among Hindus. I have heard of a few Hindus who are vegan but that doesn't seem to be very common. I only know one Hindu vegan--my wife's spiritual leader recently stopped using dairy and he is almost 90 years old.
Most of my wife's family are lacto-vegetarian but a few of them aren't. None of the younger kids brought up in the USA are vegetarian, but the kids brought up in the UK are.

Per capita ... India. But that figure includes those who identify as vegetarians but not "strict" vegetarians.
