Shih Tzus are very prone to allergies, it sounds like your dog has them. You can go to the vet and they can give you a prescription. Some people will give them benadryl.. but with a puppy I'd be carful on that. I have the prescription from the vet and when her allergies act up and she starts wheezing I put the pill in some peanut butter and she's so happy to get the treat she stops wheezing almost immediately.
