You could have the kids walk the plank. Put a 2x4 or 4x4 on the floor (raise it up a couple of inches balance beam style if you feel it's safe) and see who can walk to the end of the plank and back without losing their balance and falling off. If it's a 2x4 or even a stripe on the floor, see if they can go there and back hopping on one leg. Give chocolate gold coins as prizes.
You could do the sandbox idea and hide little cheap toys or other small items (shells?) in the sand. Put either an eye patch or a blind fold on each child, one at a time, and give them thirty seconds to one minute to find as many toys in the sand as they can. Whoever finds the most toys in the allotted time gets coin prize.
You could have a treasure hunt. Make treasure maps for each child. The map leads them to different spots on the map where they will find clues to lead them further. Whoever gets to the treasure first wins coin prize.
You could hide little tiny parrots (or little pictures of parrots) around the party site and whoever finds the most parrots during the party gets a prize.
Of course, you should have a pinata! (Twist: use an eye patch instead of a blindfold but spin 'em around more times before they get to try hitting the pinata! lol)
If you give out gold coins as game prizes, then you could give 1st, 2nd, and 3rd place prizes for the holders of the most coins near the end of the party. For some of the games, you could make 1st, 2nd and 3rd place winners with differing amounts of coins. You could make more places, like 1st through 5th place, since there are 20 guests. The rest of the kids still get the chocolate coins they earned, so they're not totally empty handed. Also, they're gonna want to eat some of the coins, so it would be interesting to see who could save them until the end!

Planning parties on a budget is right down my alley. When it comes to games you can change the names of the tried but true ones. You can change the name of Simon says to Captain says or walk the plank you tape off a section of the game area with an X that is the plank then start them walking in a circle, like musical chairs. When they land on the X their out. Have a treasure hunt Bury or place little treasures and clues the team that gets the most pirate booty wins something. Then the last game should involve cleaning up the one who does the most wins. I hope this has helped you a little.

Kiddie pool filled with sand, buy some cheap dollar store prizes and hide them- have them hunt for buried treasure there too!
You can also do a twist on Pin-the-tail-on-the-donkey by drawing or printing a pirate's head and having the kids try and pin the eye patch on the pirate!
Get some chocolate gold coins for fun too!

By a big oak tag, draw a picture of a Pirate, cut out a paper plate in a parrot like shape and decorate it to resemble a parrot. Blind fold the kids and play pin the parrot on the pirate (On his shoulder)!

Or pin the patch on the pirate.
Or pin some other piratey thing on some other piratey thing... Be creative. Sails on a ship, whatever.
Have the kids decorate cupcakes with pirate themes?
Tell a pirate story, speaking like a pirate, fully decked out in pirate garb.

How about a treasure hunt? I did something like this for my daughter a few years back and everyone had so much fun! Instead of sending them loose on the neighborhood I made a checklist for all of them and had them do/find things around our own yard like
- finding 10 pinecones and putting them into the shape of their initial, or how many trees are on the left side of the yard..
You can customize this to whatever age group and however it would work for you. This way everyone finished and everyone won a prize or your case booty

1) 20 is a lot of friends. I almost find 1 too many.
and
2) If you have a sandbox or anything similar, you could bury "trasures" (plastic coins, etc.) in the sandbox. Another idea is pin the path on the pirate, which my mom did for my little bro on his 6th bitthday (last year, I think)

How about a game of "pin the parrot on the Pirate's shoulder"
you could have a couple of them and whichever team gets the closest gets a bag of booty!

How about getting some of your friends and having them enact a pirate themed skit (with audience participation of course)?
Take the example of my church's pirate-themed Halloween carnival. I'll enclose a link.

the pirate ship game were you go: port = left or starburt = right and scrub the deck and captains coming ,climb the rigging, captains wife, bottle of rum, bow = front, stern = back and put up the sails. ya no the one where you do all the actions
