Your power company would be the one to contact about a heatpump. Personally, I would go with a gas or propane furnace before I would get a heatpump. A heatpump tries to extract BTUs from the atmosphere. As the temperature drops, it becomes less efficient.

Often times, electric heat pumps have to supplement their temps after they drop below freezing (either through strip heat or propane furnaces).

Now, if the price of propane/gas is scaring you, then that is a good reason to stay with a heat pump.

But you would do better to get an efficient strip heater as opposed to a heat pump.

Check to see if your city has a program to help low income families with home repairs, most cities do.
Check with the city
Also check with any folks who help seniors, usually they are good resources.
