There are at least 100 fantastic Chinese restaurants in China Town and nearby areas here in Washington, D.C. Hard to pick the best.

There are a few in Chinatown in downtown Manhattan, NYC that are the best ones I've ever been to. Look in Zagats for the top ratings.

There are no "bests" when it comes to subjective answers.
There are thousands of really great Chinese restaurants (I've probably eaten at a couple hundred of them). Each has its strengths and weaknesses.
Find one you love, eat there.

Were I live... the Best is "Super King Buffet", but if it is take out, the Best is "Hong Kong"
