Data Recovery Wizard from www.easeus.com is an excellent program. It's free to try for the first 30 days. The fully-functioning program is $70. (Although some software pirates make it available freely, albeit, illegally.)

You can try a restore to a date before deleting it. Beyond that there is software that says it can recover lost files. Quite expensive.

if its not in the trash can i dont think you can I'm afraid, depending on how important it is you might be able to go to a specialist and get it retrieved.
