Yes.

Since you mention 18 I guess you are in UK (rather than USA where it would be 21).

If it is alcohol, and not beer or cider, so the laws an ***, but its illegal.

**edit -- hilarious -- the ignorant software here asterisked out part of a common everyday saying, indeed a reference to Dickens. The *** is another word for a donkey, three letters starting with an 'a', ending with an 's' and with an 's' in the middle.

It is illegal to serve somebody under the age of 18 years old in England in a bar or pub even if they are only having pop. They must be accompanied by an adult that is someone over 18. That is the law you cannot serve somebody under 18 in a pub because they should not be allowed in

erm, you have to be 18 to legally drink in the UK but I'm sure for some silly reason that the government has put the age of buying it up to 21 (just stupid). If it has alcohol in it then it probably is illegal. Lets face it in this country we have a really big problem with kids and booze, hell i was always out in the pubs at 16-17 ,( long time ago). Will this silly law change society ? don't think so.

Bitters has as much Alcohol in as vanilla flavoring. cough medicine has more, Its a flavor additive. So I don't think it would be a problem because there is not enough in 3 drops to even have an effect. Also I am assuming your just asking about the Bitters flavor additive, and not the Beer.

If you don't tell us where you're from, we can't answer a legal question. Anywhere in America, the answer is yes, that's illegal. Nobody under 21 may purchase or consume alcoholic beverages.
