Aside from saying no,
make yourself unavailable to any opportunities wherein one can actually ask you for or think that you are ok with casual sex.

( Actually , I am yet to know anyone who actually asked "Are you ok for casual sex?" that would be answerable by yes or no. )

I think I would say, "Hey thanks for the offer but I have this policy of no casual sex on a (insert day of week)" if that didn't work I would just have a big coughing fit and say that the tuberculosis must be back again and it's not a good time.

sex is a very special "occasion" when a man and woman finally realize they belong together and they unite as one "literally". but if u make sex "casual" it becomes, not special anymore.

you say no to casual sex by simple pushing the guy away, saying him u're not interested and leave...as simple as 1, 2, 3

unless of course if u like the guy, and the both of u realize that u guys belong then...go for it.....

but have discipline....i never had sex all my life....

Have a conversation about LOVE , LIFE and the FUTURE , in general and be SURE to include the words....
"COMMITMENT"
"VALUE"
"MONOGAMY"
into the flow ....... I am sure you will be able to figure out the honesty from the "puppetry".....don`t be strung along or you will just end up promoting casual sex from with-in your-self!

AND you could simply say "NO" to the fact....there are laws\legislations that can protect you , do not forget that!

Be honest and to the point. You don't have to be mean about it - just tell him that you really aren't into that kind of thing, that you have more respect for yourself than that and you prefer a more meaningful relationship. This way there is no room for misunderstanding...

Are you a girl? In that case, a slap in the face will do. Or a kick in the knee. If you're a guy, then just stick to the slap.

Just say "NO". How can u have it if u dont know the person?

Look for the commitment from the person and only then u proceed.
