You can never get the smell of cat pee out of anything. You can make it better, but it just never comes out completely!!

Try pouring a ton of baking soda on the boots and just leave it for the day. I know, it's leather. Dry baking soda should be ok though and it'll absorb the odor. Then clean it off. If you find that the smell is still there do it a second time. After the first time it should have at least lessened quite a bit. If you need that second time, that should take care of it.
Sadly, even if YOU don't smell the odor after this, the cat probably will and may do it again if he/she can get to the boots...

Most of the cat odour neutrilizers smell worse than the cat pee. I have heard that vinegar works. try some vinegar in water. When my cat peed on my leather bag i put it in the washing machine with ariel liquitabs. That worked a treat but dont suppose you can do that with boots. if you do get rid of the smell, leave your boots somewhere the cat cant get to them, as even though you can't smell it, the cat still will and cats always go where they've been before.

First off you should ask why the cat is going outside it's litter box. Keep the litter box clean and clean up old messes.
Are you sure it's pee and not spray from a cat in heat? Spray never seems to go away and is a much stronger smell. Use vinegar and water to clean your boots.

I would take him to the vet. Cat's are clean animals and only urinate outside the box for 2 reasons. Urinary infection or a dirty box. As far as the smell, you need a product that breaks down the bacteria left

Make up a solution using Sodium Bicarbonate (the stuff you use for baking) it really works - also if there is an accident on the carpet etc. treat the area and then sprinkle with Bicarbonate takes the smell away and stops them going back to that area again (honestly it really works)

easy put 10 ltrs of neat bleach in a bucket soak boots for a week if there in one peace the smell will be gone boots will ruined but smell gone !

biological washing powder gets rid of the smell.Dont know how it would react with leather though.
