If he dresses in costume, that is fine.
If he just goes door-to-door in street clothes looking for candy, then NO.
There should be some nice social activities for older kids to do on Halloween.

You know, I'm 20 and I still love going. Not by myself but I always dress up and walk around with my brother and my little neice. Your brother is a teenager, he'll be fine, this occasion only happens once a year. Plus, you will get more candy! You two should go out and have a good time.

I am going through the same thing with my daughter, she just turned 13 and I agree that if anything she is getting to old we agreed that if she decides to go out that this will be the last year... For her I belive it's more the hanging out with her friends rather than going door to door

You are never too old to go out for Halloween. Going house to house begging for candy may be stretching it a little.

I think 13 IS too old to go out trick-or-treating. My godson is 13 and he seems too old for that now. Last year was his last time going out -for free candy- for Halloween.

Never too old... so long as the person is in costume I give them a treat at my house.
I do not give teenagers who pound at the door with no costume on anything at all...
