it seems true that during rush hour, people can just go as fast as they want, and cops don't pull them over because it may also cause traffic jams. is this true?

Well having driven in Knoxville and Atlanta sometimes the safest thing to do is go with the flow. Its not the best idea, but if everyone is going 80 and you're doing 55, someone is going to get run over. Guess who?

I am not advocating speeding, but this is just what I have observed.

Well yeah, it's kind of hard to exceed the speed limit during rush hour.

in the rain cops almost never give speeding tickets because they dont want to get out of there and go in the rain i passed tons of cops in the rain and i was speeding
