In Gen 11:6-9, different languages evolved after the people tried to build the Tower of Babel to heaven. By the time Pentecost rolled around and the preaching started, the Holy Spirit descended on the Apostles, giving them the power to speak so that all who were present could understand what was spoken. That gift was bestowed upon those back during that time in order to reach and teach more people but today, people learn languages in order to teach people in other countries. There is no need for tongues as it was applied back during Jesus time. And what good would it be for someone to "speak in tongues" if others don't understand what they are saying? It is worthless and of no use to anyone.

No. And here is my own personal insight on the matter of speaking in tongues for what it's worth:
My friends at work claim that speaking in tongues is "the first initial sign of the filling of the Holy Spirit." I tell them that I am filled with the Holy Spirit just as they are but I have never spoken in tongues. After praying about it and doing some research on the subject here is my own personal conclusion:
The gift of tongues is often counterfeit brought about by peer pressure. But there is also the genuine gift which is real. People who speak in tongues seem to think that everyone filled with the Holy Spirit does so. I disagree. The gift of tongues is simply given to people who need a sign. This is clearly illustrated in the New Testament when the disciple, Thomas, doubted that Jesus had risen from the dead. Jesus offered Thomas his nail peirced hands to touch as a 'sign' to help his unbelief. To those of us who are fully convinced of the reality of Jesus and His saving work, no 'sign' is needed. Why offer a jury more evidence if they've already accepted the truth? So, contrary to the popular belief of our friends who speak in tongues, speaking in tongues doesn't mean you are more spiritual (the Corinthian church spoke in tongues and they were the most corrupt church in the NT!), if anything, it means your lack of faith needed an extra boost and God was gracious enough to give it to you.
The next time you encounter someone who claims that speaking in tongues is the first initial sign of the filling of the Holy Spirit, direct them to the Encyclopaedia Britannica which says that "glossalia" was also practiced in primative pagan rituals. (Under the topic, "speaking in tongues" or "tongues".) That usually takes some of the wind out of their pompous sails.

The gift of tongues allows a person to speak perfectly in a language that they do not know. So by definition, they can't speak in tongues solely of their own will and volition. For a person gifted to speak in tongues to do so, each time they speak in tongues, even so little as a single word, requires a fresh enabling of the Holy Spirit.

If you are filled with the Holy Spirit, you may be able to pray in tongues at will. Not everyone can.
