Truman and Nixon.
Truman believed in Israel without hesitation.
Nixon's mother called him on while the Yom Kippur war was raging and told him to send Israel weapons because it was God's will that the state survive. So, although Greenspan who is Jewish said, "Let the Jews bleed a little," Nixon did what his mother said.

Great question, hard answer.
It is interesting to note that America was not in fact the first country to officially recognise Israel after she was established in 1948.
I think that Clinton might be the answer, but it's hard to be sure.

Clinton maybe? He was really good with foreign affairs. Even Bush Jr. Although I cannot stand him, I believe that it would have been a little easier with more corporation from the middle east to help up fight terrorism if they didn't know the the USA supported Israel.
