Look, its nearly impossible to seperate language and someone's perception of intelligence. I'd recommend finding something you are interested in, and getting magazines or getting books from the library.
Start reading children's books if you are really bad at english.
You can use www.m-w.com as a free dictionary.
Also you can use www.google.com language tools to translate between english and your language.
Finally, its best to talk like they do even if it sounds stupid to you.

In this country bleeding heart liberals would require us to foot the bill for all translations. Freeloaders know they don't have to learn English to access taxpayer services. (Something they are not)

From my experience and my friend's,I learnt that language is mainly for comminication propose.Sometimes there are major languages that are widely accepted,and the broad acceptance make it easier for people to comminicate,it is beneficial to learn it.
