I'm not so sure a hundred billion US dollars would be enough, let alone for all that, recruiting, training, and consultation.

What, no field artillery? I hope you have some way of affording and carrying enough rockets to fire effective fire support missions.
But given a hundred billion US Dollars, I'd send some carefully selected recruits overseas to train at foreign officer schools and infantry training centers. They'd come back and serve as the Officers, NCOs and Recruit Instructors. With a recruiting campaign set up, I'll then train enough soldiers to man an Infantry Battalion, an Artillery Battery and the necessary support staff. Equipment of choice can be... oh, let's say the G36 Rifle, M198 Howitzer, Landrover and Unimog truck.
100 billion isn't a lot to build a military on a decent scale, so you may as well start with a small infantry-based force and work up from there.

My main small arm would be the Steyr 5.56 mm currentl in use in New Zealand and Australia. Has less parts, is easier to use, is lighter (More people can use), easier to maintain and is cheaper than most small arms in use today. Yet it could hold its own against most more expensive weapons. Then it depends on your location and imminent (if any) threats from neighbours/enemies as to how yu allocate funding for military hardware. I will also suggest that around 10% gets spent on Research and another 10% on Joint Forces Comms and Intelligence. This will mean you can stay ahead (hopefully!!) of any threats to homeland security.

The first thing I would realize is that I have a very small budget. As a result of that factor the first thing I would do is spend $5billion to come up with a basic training/boot camp which would produce the greatest troops in the world. Also due to this fact washout rates would be high but this means I would have more money to spend on my soldiers. Due to this Everyone would be an infantryman first. Then I would spend another $10 billion to come up with AIT training courses. After this is done I would spend the rest of my cash like this:
$15 billion on the JSF, I need an aircraft which can defend my skies but also provide ground support.
$200 million on M-1A tanks. A small armor force,
$500 million on fuel trucks, range rovers, Atv's etc.
$750 million on infantry fighting vehicles, infantry troops are
my main weapon as you will see.
$250 million on predators to provide airial recon and provide secondary ground attack.
$5 billion on AH-64 longbow attack helicopters, again I do not have tons of money for tanks or artillary so helicopter gunships are my top priority.
$1 billion for a fleet of Ospreys, they are faster than anything else and my infantry needs to go everywhere fast.
$5 billion for a fleet of C-17's to transport my heavy stuff and drop my paratroops.
S3 billion on MLRS I do not have the resources to bring lots of artillary to the table so instead I will launch devestating counter battery fire.
$5 billion of soldier items like NVG's GPS systems, thermol devices, body armor etc
$5 billion to send my troops to other nations elite schools like airborne, ranger, sapper, commando school, etc
$25 billion for infantry weapons, The scar is primary assault rifle. I also would have warehouses of Javelin anti tank missiles, and Stingers as I do not have a large tank force and I have no true ADA capbility. I also would have more mortars than most western armies per infantry unit to count for my lack of heavy artillary. That said due to their initial training which would be pure hell each of my soldiers would be a force multiplier. I would not have the money for a special forces type unit but again all my troops would have some spec ops skills like recon behind enemy lines, they would be able to call in air/fire support, and they would all be airborne qualified for rapid movement all over my nation.
The rest would fo for salaries, healthcare, training costs etc.

get rid of a few of those apaches and get some little birds
oh...and who is putting gas in these vehicles? get some fuel trucks.. hemmtts... and some tankers
