I have this neighbor that lives underneath me. He plays his music really and it vibrates through the floor. It wouldn't be that bad except all you can hear is the bump bump from the base. I don't mind the music usually except every now and then he plays it at like one in the morning and wakes me up. He is normally drunk when he plays it so I wouldn't feel safe confronting him. He has a really nice girlfriend and a toddler. However, he is extremely rude.
Also, all the time I hear him yelling at his girlfriend calling her stupid and telling her she's a bad mother (which she is not). I'm not close friends with the girlfriend, but one or our other neighbors babysits the kid and I am close to them. The baby really likes me and is always running up to me. I feel bad for the girlfriend.
The guy is really mean he even threatened to kill my cat if it came near his kid. The baby loves cats and plays with mine when he isn't around. Does anyone have any suggestions on how to deal with this?

Lodge a complaint with the authorities, I'd be sure that they are aware of the threat about your cat and all.

If you have a camcorder, record the music one night and be sure to get the TV in the picture (with a SHOW on and not commercials). - this can give you a time/date reference if it is needed.

I'd record anything I could and continue with the complaints. If it is an apartment complex, consider getting those people involved too.

It just sounds like it is a matter of time before he gets physically abusive (if he hasn't already) or worse. Booze and an abusive personality do not mix.

Keep making complaints. Are you the only one annoyed?
The threat of your cat death could be brought to the police. It's a tough one, and depends on where you live. If the place was something you could part with then i would move to a better place. But if you like it, then you don't want to be pushed around.
You have to watch you do not confront him. He sounds mean and hostile. Maybe the girl will get him to leave by giving him the boot if she gets tired of it. What about children's aid? I don't think that guy should be around her kid.

I give this answer assuming you have managers/owners of the building you feel comfortable going to as I do. You go to them, explain the situation and ask them to send out a notice about loud music etc. This way they don't have to know you said anything and if they ask, everyone got the notice. That's the way it works around here, but like I said we have very good owners/managers. I hope you do too.

next time they arrive over to borrow something tell them..."Oh i'm so sorry we are out too. in reality i replaced into in simple terms questioning of coming to invite you if shall we borrow some." with regards to the third (nicely from the sound of those human beings perhaps fourth or 5th) time you are trying this they're going to take the hint.

Complain to management or call the police if he's loud during quiet hours.

The threats, again complain to management of go to the police.

Call the cops. If they wont help, call the landlord. If they don't help, call a Lawyer and sue them.
