The group here is correct, the best places to find bargains in HK is at the many markets, most of which the tourists do not know about.
Ladies Market in Mong Kok - Obvious
Ap Liu Street Market in Shan Shui Po - Electronics, Camera Equipment etc
Temple Street Night Market starts in Jordan off Jordan Road, go about 9pm - all sorts of stuff.
Mongkok Computer Center, Sham Shui Po Golden Shopping Arcade - Computer equipment, computer books etc
You can buy and bargain for pretty much anything in Mongkok, walk around, shop till you drop and enjoy yourself, then hop in a cab to take you to your hotel when your completely lost.
Stanley market is an over priced tourist trip rip off, everything here is double the price of the other markets and all the shops tend to sell the same stuff, Stanley itself is nice to visit but be wary of the market.
If you have a China visa a trip over the border is where HK people go for baraguin shopping, half the price of the cheapest places in HK and you can buy pretty much anything.
For designer goods the mall in Tung Chung called Citygate is all outlet shops of major brands, usually 30% off, but no bargaining.

I just came back from HK last Thursday from leading my group.
Lady's Market has the best bargain in the day time; Temple Market is a good night market with great atmosphere; Stanley Market has good selections, but they don't bargain as much as the other two markets.

start with 30%, pretend u are not that interested, try a few places, bargain for different items although all you want is only 1 item, make the seller confuse, tell the seller the stall at the other end sell cheaper but u're too lazy to get back there, at the end, pay no more than 70%.
