The scripture is written for those seeking righteousness,therefor what is meant by
Whatever is bound on Earth ...Shall be bound in Heaven??
is, whatever is bound in righteousness on earth is bound in Heaven

satans side has acquired access to the Power Structure (Invisible) over the Earth that GOD set in Place when HE Created the Earth.
Adam let satan acquire access to them.

satan is called the prince of the Power of the Air.
These Structures are over the Earth, in the Atmosphere.
satan has "ruling spirits" in these Places and then he has the flunkies on the Earth carrying out the Plans.

If you Bind on the Earth, that Command, in the Name of Jesus will carry all the way up to the Earths Atmosphere, where the ruling spirits are, and Bind them too!

There are 3 Heavens:
1. Earths Atmosphere
2. Star System
3. Heaven, where The Father is now.

The Heaven your Binding in is Number 1.

The More People you have Agreeing to this Binding will Increase the Power.

One can send a Thousand Away, Two can send Ten Thousand.
The Power goes up by 10 each Time you Add another Believer.

This is why satan has Divided the Body of Christ by getting them to form "church buildings" with Different Names on them.

Jesus said, to agree with thy adversary quickly, before he yhands ou over to the judge and the judge hand you over to the jailer, for the jailer will throw you and prison and you shall not come out until the last penny is paid.

If a killer has killed you are to imprison him, on earth and he will also be imprisoned in heaven.

What ever you do or teach or show your children that is not of God on earth you wil pay for in heaven.

l Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven. Matt 5:19

The least in heaven is hell, for the least in heaven will be greater then John (the Baptist)

What did John the Baptist do that was so wrong, He was also Moses, and Isaiah. Read how Jesus felt about Moses.

Just what it says if you bind it on earth at the point that you spoke it it is bound in heaven

I think it meant that Jesus and Peter were into some kinky stuff. That's my scriptural interpretation, at least.
