I got pulled over by the school resource officer (I believe he's a deputy) off of school property (not far though, up the street). He asked to see my school ID (not once my license) and took my registration and insurance card. He said to come to his office tomorrow morning for my ticket, and refused to return my registration and insurance card.

Do I have legal ground to fight this on?

I'm sorry, some people have brought it to my attention I shouldn't have been so ambiguous, apologies. I was pulled over for speeding, which I will admit to. I was going 38 in a 25 (I did honestly think it was 35, however I understand that's no excuse). I have no prior record at all and he got me by pacing, I believe, though I didn't ask.

He is a police officer, and as someone else mentioned he can pull me over. It's not so much the stop that has me up in arms, so to speak, but the way it was handled by the officer (besides the questionable behavior he was increadibly rude, which he is known around school for being-I was nothing but sunshine and compliance, until I questioned him on my registration and what not, but even then polite).

I've been scouring the Arizona state laws for anything about this, but I've been coming up empty.

You should never give up your registration and insurance card. Call the school and have your parents speak with his supervisor.
If you had gotten pulled over later, you would also be ticketed for driving without proof of registration and insurance.
You should have your parent's call now as you will not have them by morning. This person never looked at your drivers license? Make sure you do not meet with this person by yourself. Bring the principal of the school with you or even a local police officer.

The school resource officer IS a police officer with ALL the authority of any other officer. I have NO idea why he would ask for your school ID and not your license. I do know that fact you were not on school property is meaningless in this discussion.

A ticket for what ? You'd best tell your parents what is going on. He might just be trying to scare you. Were you doing something you weren't supposed to be doing ? You left out a lot of details....kind of hard to help you..

Yep, tell your parents...he has a young girl he is trying to bully. You're not going to stand much of a chance if you try and fight him alone. You need some help. If you walk into his office tomorrow with your parents his jaw will drop....especially if you threaten to call his boss..heck after the ticket goes away and he won't give you one I'd turn him in anyway. I don't dislike cops but some of them are to big for their britches.
Good Luck

Get your parents involved
call the school office and ask if what he did is in his powers or was even handled right ( was against procedure)
do not go to his office alone
take a parent, teacher or a principal
sounds a little shady to me

The stop was valid. He can wait until tomorrow to give you the citation also. That is also legal. It sounds like there is a problem with your registration. That might be why he hung onto it.

If the guy was rude then complain to his supervisor.
