For astrological purposes, it's when the baby draws his/her first breath.

EDIT: rkirby, don't fall into the sun sign trap. Explore astrology before you dismiss it.

Life may begin at conception, but that was not the question. This person is asking what is the precise moment of BIRTH... not conception.

I would say that as soon as the infant is completely outside of the womb. That's just my opinion though.

Officially it is when the doctor cuts the umbilical cord.

I don't know about astrology... but I can't believe how many people answered a question that said "What counts as the precise moment of a child's BIRTH" with "Conception". I mean... sheesh.

When he draws breath and cries

Edit--Diane is right; the LEGAL definition of a birth is when the child is officially free of his mother's body and is completely outside the womb.

Job 3:1-4,11 After this, Job opened his mouth and cursed the day of his birth. He said: "May the day of my birth perish, and the night it was said, 'A boy is born!' That day—may it turn to darkness; may God above not care about it; may no light shine upon it for it did not shut the doors of the womb on me to hide trouble from my eyes. (11) "Why did I not perish in the womb, and die as I came from the belly?

Jeremiah 20:14-17 - Cursed be the day I was born! May the day my mother bore me not be blessed! Cursed be the man who brought my father the news, who made him very glad, saying, "A child is born to you—a son!" May that man be like the towns the LORD overthrew without pity. May he hear wailing in the morning, a battle cry at noon. For he did not kill me in the womb, with my mother as my grave, her womb enlarged forever.
