God makes the call to all mankind, but there will be those who will deny it and hence will be lost, only a small amount compared to those who reject will truly accept the calling of God.

Many are called- many people are told about Gods love

few are chosen- only a few people respond and then become Christians

or you can start getting into Predestination and stuff, but I'm not yet sure where I stand on that.

Out of the millions of people out there, some are actually aware there is a God
Of those, some talk to Him
Of those, some listen
Of those, God picks one or two.

The chosen have a difficult path to forge. They are the beaters in a jungle that is ours to explore. They make way for the rest of us.

It's a comparison and contrast between the general gospel call to whosoever will believe and the doctrine of election where Jesus said that no one could come to Him unless the Father drew them.

John 3:16 "For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life.

John 6:43 Jesus answered them, "Do not grumble among yourselves. 44 No one can come to me unless the Father who sent me draws him. And I will raise him up on the last day.

John 15:16 You did not choose me, but I chose you and appointed you that you should go and bear fruit and that your fruit should abide, so that whatever you ask the Father in my name, he may give it to you.

Many hear the gospel. They hear the call of the Holy Spirit. Only a few answer that call and become the chosen.

All people are invited to the glorious Salvation through Jesus Christ, but most will refuse entry to Heaven by rejecting Christ.
