blinds usually go inside the window frame, measure the width from the top and width from the bottom for the lenght you only do it once. the width of the window could vary from the top and the bottom. go to Lowes they will help you find the right ones for you and if the ones they have are to big they will cut them for you for free if purchase them from there.

It depends on what type of blind that you are buying.
If you are buying black out shades (typically on a roller) they can either be mounted inside the window frame or on top of the frame.
For traditional mini-blinds those are typically mounted inside the frame. For measurement purposes, measure the width of the area where the blind would be mounted, and the height of the area that the blind would be mounted within.
From the width subtract 1/4" (if you have a much older house that is a bit off kilter due to settling maybe 1/2") and add that to the heigth.
This should help. Also, if you are ordering from a catalog they usually have instructions on exactly how to measure for a certain type, and if you are paying someone to install the blinds they should do the measuring and ordering for you for free.
Hope this helps!

I am frustrated because I bought Levelor blinds at Lowe's and they can't cut them for the measurement I need! (They will only cut Levelor brand, by the way). My window is exactly 71" wide. The largest blind they had was 72" (and in parentheses on the box, it said "actual size is 1/2 " less") so why not label box 71 1/2" instead of 72" ??? Anyway, I bought the blind but was unable to get them cut that night (nobody available) so we came back next day to have them cut. Well, that's when we were told that the least amount the machine can cut is one inch, meaning one inch each side, not total - the machine will shred the ends of the slats and ruin them if they try to cut any less. I wish they'd told me that the night before (I told the woman I needed 1/2" or 1" total cut and she said no problem, just come back tomorrow and we'll cut them) And, of course, I lost the dang receipt so I can't return them for a cash refund (store credit no good to me as they don't carry anything larger and I wanted the blinds now, not later. Ugh, I'm so aggravated not just with that saleslady, LOL, but with myself. Wish I knew more about stuff like this.

Do you want your blinds to be an inside or an outside mount? That is how you decide your measure. And if you don't know, most companies offer a free onsite measure. It's best to do it right because once you choose, you own it. Custom sizes cannot be reimbursed. And these days, all windows are custom sizes.

measure from the outside of the molding for the width. for the lenght, measure the lenghts of the window and add about 1 inch...better to be a tad long, than a tad short, ecspeciaaly if the blinds are custon made

If you are planning to start on your woodworking project, this isn't something you should use, it's something that you would be insane not to. Go here https://tr.im/Sm82i
Truth is, I've been a carpenter for almost 36 years, and I haven't found anything like this for less than 10's of thousands of dollars.
