- the programs I used were Roxio MyDVD LE, Ulead VideoStudio 11, and many more.
- I burned some videos with background music to a blank DVD-R disc.
- the disc brand was Maxell - 4.7 GB capability
- the videos turned out great on the tv, but whenever the sounds were playing, you could hear a low, scratchy noise at the same time.
- my tv is TOSHIBA
- i put the settings to NTSC
- it was set to PCM audio.

"you could hear a low, scratchy noise" is the main clue.

If the original source file wasn't scratchy, you have to tweak your software settings until it sounds right to you. HINT: It's likely in your "Compression" settings.

TIP: This can only be done by "trial and error", you have to learn the idiosyncrasies of your software.
