There's a perv that walks around my apartment complex in the early morning hours, and late at night, and tries to corner girls.
I noticed him this morning looking into our apartment. I didn't know it was him, and was watching his behavior. He then dropped his pants and proceeded to jack off. I ran over the window and immediately shut the curtains. I live in a town with a very innocent mentality and all of my roommates, are virgins, in every sense of the word. They leave the curtains and blinds open all the time.
I've adopted a motherly nature towards them, and don't want them to have to see that.
I don't know who I should call if this happens again. I feel like maybe 911 is too much, since it is not an emergency. Any ideas?

Report It.... the only way to stop this man is to report him... Most police stations have a sexual assault police office, if there is not one where in your local police station a report will be taken from you and forwarded onto the nearest office who deals with these complaints so just go to your local police station.... just want to tell you that if you go to the police station and report this you may feel that nothing was done about it and feel that maybe it was a waste of time as I did when I found myself in the same position as you a few years ago and reported it to the police.... but 12 mouths after I had reported it was contacted by police to say that the man I made the statement about had really hurt a young women and would I be willing to stand up in court and state the sexual behaviour I had once seen this man display.... At court there were 3 other women there that had been asked to do the same thing I was asked... Once we all had stood up and repeated our statements in court I could see then that the judge had no problems finding this man guilty.... it wasn't a waste of time, what he had done to this women and the reports made in the past to police was what sealed his fate.... we still have 8yrs of knowing that he cant hurt anyone....

Maybe not 911 but definitely call the police and describe the guy. You said that he tries to corner girls? Well jacking off while looking into a window isn't very innocent. What if he turns to rape with one of the girls, or who knows maybe even worse? Call the cops.

You should call 911, especially if he tries to corner girls and then watches you in your apartments and jacks off! Go right ahead and call 911 and do it when you know he is around so the police can get him.

Don't wait til it happens again. CALL NOW! This guy could be wanted for crimes he committed in another state. You just don't know and you can never tell about people these days. He could have a warrant for rape or molestation or just about anything. Call now and maybe he will be gotten off the streets. More than likely, because his behavior is so brazen, he is at the point of attacking someone to get his "needs" fulfilled. Please CALL THE COPS!

Call the police department. You don't have to use 911, just call the actual department.
You can call anonymously if you want to.
You do not have to leave your name.
You can also complain to the people who own the apartment complex.
Definetly report it, you don't won't this guy doing this to other people. And you don't won't this guy as a neighbor. Maybe he will get kicked out of the apartment.

I think calling this fruitloop a sex offender might be a bit much but flogging the dolphin the dolphin in public is considered indecent exposure. You're within your rights to call the police so feel free to call 911.

It's not too late to call and report this incident to the police. By all means, you should do it now. Of course you will have to testify, but this guy needs to be off the streets. He has already committed several crimes. What will be the next thing he does? Rape? Or worse? They have a place downtown that he would enjoy.

Well, I think if the guy is bold enough to jack off while looking in someones window then he is probably bold enough to try some other stuff too. Maybe find a male friend and confront him. If you see anything else call the police.

call 911. sex offenders usually start with this kind of behavior. Protect yourself and your friends. call 911 the next time you see him, even if he's not doing anything weird. Just tell the cops he was acting suspicious. and write notes on what you have seen him to in the past in case you need to go to court
