1. LEGALITY: to ensure all the govt. eules are adhered to. In case of violation, u can hold consultant responsible. Also, if need be, 'force majoure' can be conveniently applied.
2. QUANTIFICATION: To derive at quantitative measures like BOM, payments, project status etc..
3. ISO, VALIDATION,SAP : In case u want to have ISO certification to-day or later, it will simplify your work for that purpose.
4. FINANCE: To process loans, advances etc.. adherance to doc should make your reporting simpler.
5. CLARITY: It ensures clarity at all levels.

It's the only way to assure that a project has been Engineered, Designed, Constructed and Inspected in accordance with all the required specifications.
