He wants you to chase him. This is fun for cats because you don't have a hope in hell of catching him. He knows this, and thinks its really funny. At night he cuddles only because its nice for him' you and your feelings are quite irrelevant to him. This I know for sure as I have had cats for over 60 years and love them to death just for the above mentioned characteristics. If you want a stupid animal that has no brains at all get a horse or a dog.

Watch his body language, especially his tail. If his tail is shaped like an upside-down "U" when he runs away it means he wants to play and you should chase him. Or try "hiding" behind a doorway and just peek around the edge at him and then pull back; cats love this game, and he may charge you.

Because he is nuts like most cats. I can yell for one of mine and they'll wait an hour to make a flying leap into my lap. They do what they want when they want to do it.
