I'm not 100% sure about the UK but in Australia and the US you certainly can. Sometimes courts will even force people with drink-driving convictions to have them installed in their car before they start it. So I'm pretty sure in the UK they would be available too.
However keep in mind that you shouldn't rely on one. They're not very accurate. My dad was given one from his work (all employees were) and often will say that he either is over the limit (when he's only had one or two drinks over a few hours) or that his BAC is 0 (when he's had a drink). Even the police ones are inaccurate (hence the need to take a blood test to confirm). Although they can be a good indicator, you shouldn't rely on them - if in doubt it is much better to get a taxi, public transport or wait until you've sobered up a bit.

Not sure about the U.K. but you can buy them here in Spain, in the garage - next to the bar!! It's a crazy situation, you can fill up with petrol, have a drink and buy a breathalyser kit. Having said that why shouldn't a passenger in a car be able to have a drink? I have been on long journeys in the U.K. as a passenger, if you stop at one of those awful service stations for lunch or something to eat a beer would sometimes be very welcome, but it's not allowed. Maybe Spain has it right, who knows!

there are no 'official' breathalysers on sale in the UK, though l expect you can obtain those brought in from abroad - however, they are not accurate enough to ensure that you are safely under the limit. There is such confusion here as to what amount of alcohol is 'safe' to be 100% safe -

You can buy a breathaliser kit, but they are not calibrated by the home office, so are not legally recognised.
(see road traffic act, reference section 4 and 5)
So really they are a guidance only
