Do all three! If you buy the individual miny play dohs they DO have saftly seals. Plastic around the top kinda like eyedrops do. Leave it on and you're golden.
Have all the choices, but I think fishies and playdoh are best, oreos might get very squished in the bottom of a pillow case. And don't just limit the playdoh to just toddlers, offer some (and the other options) to the big kids too. I know many teens who will have a blast playing with the stuff.

I think it would be fine. But it would probably be better to ask their parents as you're passing out your treats if they would rather their toddler have the play-doh or the goldfish.
Play-doh doesn't have safety seals, but it's also not toxic.

I think that play doh is fine for a treat, but if you feel uncomfortable go with the choice between goldfish, or oreos. Personally I think that it is great that you care, most people still hand out candy.

I think it's a FANTASTIC idea! This is what I put in the goodie bags for both or my son's classrooms.
I like the idea of making small goodie bags for children under 4...my youngest is 3 and I put play doh, a small box of raisins, an organic cereal bar, a 4 1/2 oz. juice box and some stickers.

I'm sorry but I LOVE the idea of play doh as a Halloween treat. Too much candy out there. Even the older kids would love it.

most toddlers parents are with them when trick or treating...so as long as they know you are giving out playdoh it should be fine.....but the other option is fine to....but i think the play doh is a great idea it is something they can have fun with for a few months at least

I give out goodie bags that I make for kids under 4. Little pkg of grahm crackers and a safety pop. The older than 4 kids get the regular sugar loaded stuff.

PlayDoh! Is acutally made from various food products... flours.. food coloring... and other stuff that i can not remember. It is not harmful, and surely one or 2 bites and the person would realize that hey are eating playdoh and not candy... though the parents might get a little upset... try offering both candy and playdoh incase other do not like the idea.

i wouldn't... like you said, there's no safety seal, and you cant be too careful, so I'm sure that some parents would just throw it away.
