Yes. Braille is the French-designed system so that the blind are able to read. Just like sign language, the "language" of braille is different for every country and the language spoken there.

Braille is international. Some examples of braille languages (with systems completely different than the English braille) are French, Hebrew, Japanese, Korean, Vietnamese, Tibetan, and Russian.
