Tattooing is impermissible, and the Prophet (Allah bless him & give him peace) cursed the one both the one who gets tattooed and the tattooer.

If one has a tattoo from the past, one should repent and seek forgiveness

Shaykh Muhammad al-Khatib (may Allah preserve him) said —that tattooing is unconditionally unlawful regardless of the method that is employed because it involves altering Allah’s creation without necessity, even if it no longer comprises the infliction of pain or the filthification of the skin. This is clearly implied by the words of Shaykh al-Islam Zakariyya al-Ansari in his book, Sharh al-Rawd, and also by the words of the Prophet (Allah bless him and give him peace) in the hadith related by Bukhari and Muslim, “Allah curses women who tattoo themselves or have themselves tattooed, those who remove their facial hair, and those who part their teeth, [all] for the sake of beautification, altering Allah’s creation.”

Yes they do, and yes, they are Muslim. And Muslims, like any other believers in god, interpret things the way it suits them. That's the beauty of religion, and one of the reasons it persists in this age of knowledge. It is so very pliable, and can be adapted to whatever takes your fancy.

It depends entirely on which scholar(s) you follow. Some say it is forbidden while others say it is permitted.

its controversial, but in my opinion no, its not haram because it gets underneath your epidermis so the water is actually touching your skin when you do wodhou or ghusl.
