I would rather say that the whole word "recapitulate" has Latin roots...!! The prefix "re" as you said means "again" while the remaining "capitulate" comes from "capitulum" that's in Latin "chapter / article" and hence "recapitulum" means
"again / back to the chapter / article". In addition to this the Latin verb "recapitulare" translates "to summarize, to recap, to go over the main points again".
