Probably because of the possibility that it can cause an ecological disaster of proportion. The shock wave produced by dynamite in water spreads approximately 4 times faster than in air. It will also destroy reefs and underwater habitat necessary for survival of many aquatic species, indiscriminately harming any living thing within a given radius and is illegal in most civilized nations. Other than those reasons there is a distinct possibility of personal injury and the liability that goes along with it and the criminality of possessing and igniting dynamite.....just to mention a few.

Because so many people are afraid of getting caught. I am not against it if you need the fish to survive off of. If you are doing it just to watch the dead fish rise to the surface all yo are doing is killing fish and changing the structure of the lake. Which could affect the lake inner eosystem. You are going to do whatever you want to do.

#1 it's against the law to have dynamite unless you have a special license
#2 it's against the law to use it for any purpose other than it's intended purpose (demolition)
#3 it becomes unstable in high temp's (also unsafe)

That was the prefered method of fishing for sharks. The loud noise would attract sharks, since sharks thought a boat was sinking and food was availabe. Today it's illegal. Another method, less noisy and good for winter flounders is to get a long pole and churn up the muddy bottom.
