I wish I knew the exact age, but here are some suggestions. I think first what you have to determine are what the childs interests are... Even most " tomboys" I know still have a soft side for some things you'd categorize as more "girls"... but best to take the lead from a childs interests NOT gender biased ideas or items!
blocks and building toys - they develop math skills
Science kits & projects- microscope, etc...
Books on subjects that the child likes - animals? other topics..
Leapster if age appropriate as a learning Game & it's fun!
Modeling Clay
All kinds of art supplies in a box
Board Games
Puzzles
Outdoor items like scooters, jump ropes, moon shoes, sidewalkchalk, etc...
Musical Instrument like a recorder with book or a harmonica with music
Karaoke Equipment or tapes
DVD's
GIft certificate to the movies or bowling, or another activity

I wasn't exactly a tomboy, but these were some of my non-"girly" toys while growing up that I loved.
Building blocks
Lincoln logs
Fisher Price garage (plus cars)
Fisher Price farm

Monster Trucks, Legos, Matchbox cars, Action figures, anything a boy would normally like a tomboy will probably also like too.

I hate this idea that some toys are for girls and some toys are for boys. Toys are just toys. Find out what they kid is interested in, go from there.

My Dad got us, bow and arrows, and toy guns, with the stick horse. Plus bowling pinsand ball. When we got older, a softball, and mitt. Yep were Tomboys. My sister got her 1st doll when she was 13. We killed it.

Legos or any kind of building toys, vehicles, board games, marble mazes, craft kits (ranging from girly types to woodworking kits), pretty much anything. Just AVOID THE PINK STUFF AT ALL COSTS!!!
