if zombies attacked would the government create a vaccine for the virus or just blow their brains out? would they do nothing? what would be their reaction to them?

Considering that a zombie virus would be entirely new (and never studied), it would spread faster than any research program could produce a vaccine. It would be fight or die (and fight again).
World War Z is a really good book - I just finished it for a second time. Brooks never mentions any research into a vaccine, though.

I actually just finished reading a book on this very subject. "World War Z: An Oral History of the Zombie War" by Max Brooks. It portrays a zombie infestation in a most realistic (if you can use that term here) method. The government basically institutes a draft to fight off the zomibes. It is a very good book that highly recommend.

Have you not seen any of these zombie movies? The government would be no more, whoever could fight would live; all those who can't would die.
The Military would all disband to go try to protect there families, which leaves you with a bunch of 60 year old men in suits; what can they do against millions of zombies?

i think they would do little but comment on the affair since all of our national guard is over seas! as for a vaccination whatev if it's not affecting pres. bush's pocketbook it's not a big deal.
