This is a more accurate translation (from your link)....
King James Bible
Who laid the foundations of the earth, that it should not be removed for ever.
The meaning is that the earth has been created and will not be destroyed or removed. It goes in line with other scriptures which state the earth will be changed at some point and the righteous will dwell on it. As a parallel with man's course in that man passes away, becomes resurrected and becomes new, so the earth will pass away and become new.
Rev. 21: 1
1 And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
2 Pet. 3: 13
13 Nevertheless we, according to his promise, look for new heavens and a new earth, wherein dwelleth righteousness.

Foundations: the Invisible Spiritual Things that keep the Earth---The Earth.
Think of it as this:
on the moon you could build a house
you would start with a Foundation
the house would be Built on that Foundation
and if that Foundation was Immovable, the moon could spin, speed through space so on---and the house would Still be There.
Conclusion: the Whole Universe could mess up, but The Earth would Still be There.
On it's Foundations (invisible Spiritual) that won't let it "MOVE" (become destroyed from the Inside Out).
GOD Loves the Earth Too! Yes HE Does!

I'm not sure about the verse you're speaking of, but I have read that the earth will stand until times indefinite.
Not exactly the same thing, but perhaps points to indestructibility, as you might or might not be implying in your question above.

depends on how you read it - if the foundations of the earth are the physical laws that govern it and hold it together, then yes, those foundations can not move

That means it won't accidently run into the moon, or mars, or the sun, or go floating off into space. Because God fixed it where it can't.
