I think it depends on what you expect from Hawaii.
The islands are each a little different. The oldest and most jungle like is Kauai. Oahu is more settled, i.e. has the most people/cities etc.. Maui I'd say more touristy and Hawaii is very unlike the others. Hawaii has huge lava flows covering much of the island that give it an almost desert like appearance. The other islands, being older, nature has broken their lava rock down to support vegetation.
Places like Waikoloa Village mentioned above are like resorts carved out of stone.
At the same time, Hawaii has the black and green sand beaches and the volcano park on the east side of the island is very very interesting. The volcano is still active and building the island more and more everyday.
I think it would be very safe to go to a place like Waikoloa Village or any of the hotels in Ka'anapali - just up the beach from Lahina on Maui. You can spend time lounging by the pool bar or head into Lahina for some shopping and nightlife. There is a great luau in Lahina.
The word Lahina means something like constant sunshine, the weather will be great.
For surfing, on any of the islands go to the north shore.
Look up Snorkel Bob's (www.snorkelbob.com) and spend the $18 to get the reality guide to Hawaii. It's very well written, funny and an a very honest guide regarding what to expect.
The coolest thing about being on Maui in the winter time is the whales. You can see whales breaching from the beaches all the time. The whales (gray whales I think) have their baby's in the waters west of Maui during the winter months. It's really cool.

The best Island for me is the Big Island. It has an active volcano, it has a dry side (Kona) and a wet side (Hilo). It has mountains, good shopping, good snorkeling and fishing. I'm not a big partier and a lot of younger people like to go to Maui.
I don't think the weather, if that's what you are asking about, will be significantly different from one island to the next taking into account that some islands, some sides of Islands are drier or wetter than than others.
For "packages" I go to expedia or one of the other on-line travel agencies. You get a decent price on air and if you combine hotel and a car you often get a break.
Best hotels: I see this question in two different ways. Resort, and non-resort. At the resort, you will be spending a lot of time there. They will have golfing and tennis and a nice pool, restaurants, etc. I always stay at the Hilton Waikaloa on the Big Island. If it a non-resort stay, I go for the best value knowing I'm not going to be spending my time in the rooom.
Sightseeing is good on all islands and they all have their specialites: Helicopter on Waimea Canyon in Kauai, bike rides down Haleakala on Maui, etc. If you like hiking or biking or fishing or snorkeling - that may determine the best island to go to. There are beginners' surfing beaches and instructors on all the islands.
Yes, it's safe for a girl to go alone as long as you do what's safe where you're from. Crime will be higher in bigger cities. Keep track of your belongings because it may be easy to spot you as a tourist. A nicer hotel will have a concierge who can help you with what is safe.
The weather will be sunny with maybe some rainy days. I've never considered the weather as part of my travel plans to Hawaii because it's always going to be nice. On my last trip I did by a waterproof windbreaker because I stayed in Hana which is jungle-ish.

If you have never been to Hawaii before, I would suggest that you stick with Oahu. The packages tend to be a bit better to the capital island and there are many more things to do on Oahu than on the outer islands.
The weather in December is hit and miss. Some days it's nice and sunny with little to no clouds and some days it's windy and rainy.
I would suggest that you definately hit the major tourist attractions such as Pearl Harbor, Diamond Head, Polynesian Cultural Center and obviously the beach!

I went to Maui on my own for the first week. Stayed in Kihei and then when my best friend got there the next week we stayed in Lahiana. Its a very mellow island less busy..Its just beautiful. The whales are usually in between the islands and you can see them from the shore. I Loved it..almost never came home.
