It looks like Flea Dirt to me. I just saw in your edit that you gave him a bath and put a spot on flea medication on him.

What type of flea med. do you use? I use Advantix and it works really well for us.

I reccomend it if what you are using doesn't end up helping. On that note, if it doesn't help, give your vet a call. They may have a stronger solution, and their advice is usally free.

Good luck and if you have any questions feel free to email me.

Good place to supplies at a reduced rate (cheapest I've found yet) http://www.drsfostersmith.com

EDIT:

I agree with the others. You need to treat any other pets you may have, as well as the surrounding areas in your home.

I have 5 labs and 6 cats(4 are indoor outdoor, the other 2 live inside) we do Advantix on the dogs and Frontline Plus on the cats, and that seems to help us manage pretty well. I also administer it to all of them at the same time, that way any possible infestation gets hit with a wall of preventative.

Good Luck and everyone seems to agree! WOW for once YA is in agreement with no one arguing!! Great question!

EDIT #2:
Did you say that you used Cutter? The only CUtter that I know of is for humans. You need to use an actual flea and tick repellant such as Advantix, Frontline, Frontline Plus, etc.

Do not use human products such as Cutter on your pet unless you have ok'd it through your vet.

Is the dog itchy? if yes, they are lice dirt or flea dirt. You need to go to the vet and get some Revolution which is a once a month topical (apply between the shoulder blades) flea, mite, lice, ticks, heartworm and internal parasite preventative. Your dog will be fine then. There are other brands you can buy but Revolution is the best one... really works well. You can also use IVOMEC orally and the dose is .1 of a cc for 5 pounds... thats one tenth of a cc... you must use an insulin syringe and be accurate and thats IVOMEC injectable for Swine and Cattle. The ivomec is off label use and people who use it do so at their own risk. It works, but, whenever you use an off label drug you would be naive not to acknowledge the risks of such use. Make sure if you use IVOMEC it's done orally.

Just because they are not moving does not mean that the dog does not have flea. This looks like flea dropping or maybe even flea eggs. You need to treat your pet by first bathing him/her and then treating with frontline or advantix. You also need to treat your home to prevent re-infestation. They have area spray, power, or you could call an exterminator. Good luck.

To me it looks like flea waste or dried blood from flea bites..

Bathe your dog,,,,, then get some Advantage from the vet and apply it on the skin at the base of the neck....

Flea dirt. Basically, it's flea droppings. If you take a couple of them and put them in a glass of water, you'll see they dissolve into blood. Flea bites dog, flea sucks blood, flea poops out blood in little black specs.

Treat your dog, and the environment, for fleas and everything should be fine.

Yup - That's flea poop...Get your dog on a flea program such as Advantage and treat your house / yard as well. That will all go away....

Its flea poop. You may not see them on your pooch cause it may be a small infestation right now but untreated, it will become a huge festation. Get some frontline on all your animals spray your home and vaccum, vaccum, vaccum. That helps alot!

It can be my canine had it earlier than we had to give him remedy he did not find it irresistible. It was once a liquid and when down his ear i would let a vet look at it and see what he says. Hope this helps
