Increasingly, the indicator lights on the dashboard of my 1985 Volvo DL will, without apparent cause, flash on and off very quickly. The car continues to run without any change and the on/off cycle is very quick, 1-2 sec. Could this be a grounding problem with my fuse panel?

this was a common problem. the wiring that runs underneath the front of the engine [goes to alternator,oil pressure switch,ignition control module] has sluffed off it's insulation .
you can cut off the affected wire[s] and replace that segment or replace the harness. for 1985 model there were 2 harnesses [the one you need] and the main fuel injection harness [that you probably also need. both are available fron ipd usa. com [as well from volvo] this is a fairly easy install if you have any wiring experiance [if you don't have the skills this should best be left to your trusted mechanic]

Which lamps? If all the warning lamps, but not the oil lamp, flash on and off , you have a problem with the alternator. Either the alt is on the way or the ground strap on the alt may be going bad. You can try disconnecting the small wire on the back of the alt and see if the lamps stay off. If they don't you may have wiring issues with the dash or engine wire harness. Batt will not charge with the small wire disconnected, so try it for test purposes only.

possibly the electrical connector on the back of the cluster, they corrode and loosen up on some of the older volvo's
