Pull the pluges and see if you can turn the engine over by the starter or by hand.

Although not Dodges', I have seen the starter bendix lock up on fly wheels. What I would do is get a socket with a short extension and brake over handle and try to turn( I believe it's a 15/16 bolt) the crank at the accessory drive pulley. If the bendix is locked in, it will break free. If the motor is locked up, it won't turn.

the engine wont turn over any at all if it has seized up,this can be checked with a socket and a ratchet,place a socket on the bottom crank bolt and try turning the engine over,remove the spark plugs and it will be a lot easier to do,if it wont move it may be locked up,good luck with it.

try to turn the bottom pully with a wrench put it in nuetrial first
