It never ceases to amaze me that because a photograph is involved, somehow the answer is photographic and photographers should know it.

More properly, you should take your question to social sciences. If they don't know the answer, at least they think they do and will be happy to tell you.

Photographically, it's a snapshot of two people shaking hands.

It seems a natural action so it would be a social convention native to the culture, or adapted in the past from a non-native predominent culture.
At the time the picture was taken, there seems to be no tension between the two. The picture is ambigous in terms of context, so that's then end of the line.

In other words, it's a photograph of two people shaking hands. Terisu, being a smart person, got it exactly right.

Any pre photograph, post photograph, or contemporary to the photograph story you want to make up for yourself will be fine. The picture doesn't tell a story of it's own. Just don't confuse your story with the meaning of the photograph. There is none.

Why are you asking this? I think boy who is smiling and standing is having a crush on the other boy and he's hoping that there'll be a good old humpin tonight. You can see that from his body language - you know, the sly smile and how he positions his legs apart. Oh and I think he likes the tattoo on the other boy's leg too.

The other boy is shy and seems reluctant although he might also need a good old humpin.

The guy standing is passing a little plastic bag of something to the other guy. They are both trying to act casual and natural, so that the lifeguard doesn't suspect anything.

It's called "shaking hands". It's a common greeting among friends or business associates.
