Collapsible fuel tanks exist, though I am not sure what material they are made of.

Yes, they have been around ever since WWII.
They were developed for the military as a means of hauling fuel and other liquids, on flatbed trailers instead of in tankers, allowing the trailer to carry another load on the return trip when they were empty and rolled up.
They are however NOT legal for use, without "tank containment", on 'public' roads.
