If you are making out with your boyfriend, you can rub the back of his head. Put ur arms around him and press tight, makes them feel that youa re secure in their arms. It doesnt have to be sexual, just a connection between both. Some gusy like it when you touch their face.

Well if you are kissing, perhaps pull his neck in or pull him closer by pulling his waist. Otherwise, I don't know how much contact you guys make when spending time together or how long you have been together, but consider slipping your arm through his or hand in his and laying your head on his shoulder? Depends what you're already doing, as to how you can do more! Cuddle him etc - if you're already doing that then I hate to say it but he probably does mean to touch him sexually.
But at the end of the day, only do what you're comfortable doing, and not what he wants or expects you to do.
