No. Business licenses are generally local issues. Receiving a 1099 has nothing to do with having or not having a business license. And there are many types of 1099 forms that have nothing to do with business.

No, if you did work for a company and made over $600, they are required to give you a 1099. If you made less than that so didn't get a 1099, you are still required to report your earnings and pay tax on them. 1099 or not.

No anyone can get a 1099 if the work you did was paid by check and over i believe it's $500.00 with no taxes taken out. So if you want to avoid a 1099 i would get paid in cash.

no. you get a 1099 if you do work under a contract and are not considered an "employee" under the irs's definition.
