This is the "daytime running light" (or something like that) system to increase safety. It increases vehicle visibility by catching the eye of other drivers so they don't pull out in front of you. This is a low intensity setting and does not replace the normal operation of headlights at night or during bad weather.
I believe this system was actually adopted from Canada. It is not an innovation from the USA and not all cars have this feature.

Because the American government is mandating that new cars have daytime running light DRL installed in their new cars. It's safety issue. For some reason there are certain people in the American public that don't know you have to turn on your lights during heavy rains or in the evening, causing crashes. I don't mind it. It catches your eye even during the day. You can buy kits and switches to install to bypass if your outside of America.

Canadian law requires it. Most cars sold in the U.S. or Canada are actually sold in both countries (except with different speedometers, because Canada uses KM and the U.S. uses MPH). It may be less expensive to include this on the U.S. and Canadian cars than to make them different. Also, it makes it easier for oncoming traffic to see the car from farther away.

They are called Daytime Running Lights. They are supposed to help other people notice you on the road. I think they are annoying and I don't like them.
