It will never be outlawed. It's just the law of economics, as long as there is a demand for it it'll continue to be included as an ingredient. Until consumers start becoming more conscientious about what they choose to eat, manufacturers will continue to include it. Remember that you always have a choice and you can choose not to have food items that contain HFCS, namely whole foods that you must prepare yourself.
