1. Connect the output of the buffers together (wire OR). That is the output of the XNOR gate.
2. Input A: connect to the Input pin of buffer A.
2b. Invert input A and connect it to the Input pin of Buffer B
3. Input B: connect to the Enable pin of buffer A.
3b. Invert input B and connect it to the Enable pin of Buffer B.

I did a very quick truth table and that's what I came up with.
I am assuming that these buffers have positive logic Enable inputs. If they have inverted Enable inputs then this won't work.
