A person is allowed to file a W-4 as exempt if he does not expect to owe any taxes for this year, and didn't have any tax liability last year. If his TOTAL income for the year is under $8750 for 2007, then he would be OK for this year. If the $8000 is what he'll make just in Michigan, and he also had income in Florida, then he probably would not qualify since he will have tax liability for the year.

It's really more complicated than that - if he has dependents, or large itemized deductions, then he might still qualify.

The only requirements to filing "exempt" for the feds is that he didn't have a tax liability last year and he doesn't expect one this year. The rule is similar for Michigan but you must send the MI-W4 in to the state.

Let him file exempt. He is the only that can get in trouble; not you.

You would still have to withhold Social Security and Medicare. There is no way to be "exempt" from that.

Yes because this person will not be paying any taxes. As long as this person has no other income.
